  what would I use if I wanted a black and white picture of a girl but I want her shoes pink

  To achieve this, use the Effects tab > Black and White effect, but before clicking Apply, paint over the areas of your image that you would like to make color (in this case the shoes). You can also use the Effects Painting dialog which appears to change the brush size and hardness.
