There are many different ways to achieve this. One way is:

– Open up the Effects tab > Sketch tool
– Change the color to #662800 (you can enter the code after you click the color selector above the color rectangle)
– Change the Blend Mode dropdown to Hardlight
– Paint onto the hair
– You can also then adjust the Fade to find a natural looking level. You could also experiment with other brown colors.
